Director Anthony Ricks was raised in Los Banos, California. He holds a Bachelor of Applied Science in Emergency Management and Homeland Security, and is currently pursuing a Master’s of Professional Studies (MPS) in Homeland Security. His career began by enlisting in the United States Air Force as an Airman in Emergency Management (EM). After his initial contract, he subsequently transitioned into the Air National Guard (ANG) under the same career field. He served in three different states, before separating from military service in 2025 at the rank of Master Sergeant. Concurrent with his ANG service, he worked as a federal civilian for three federal installations as an Emergency Management Specialist. Currently, Director Ricks is appointed as the Director of Emergency Preparedness and Response, overseeing the Emergency Services Division under the SUSD PD.
